These visits entail an independent assessment by a designated individual, aimed at objectively analysing and reporting on the operations and quality of care within the children's home. What happens during a Regulation 44 visit

Each Regulation 44 visit follows a structured, evidence-led process designed to provide genuine insight into the quality of care and leadership within your home. Here is what you can expect before, during and after a visit.

  • Pre-visit planning: the Reg 44 visitor reviews your previous report, any outstanding actions, and current safeguarding concerns to focus the visit on the right priorities.
  • Arrival and introduction: the visitor meets with the Registered Manager or responsible person on duty to outline the focus of the visit and any specific areas for review.
  • Document review: a thorough examination of key records including care plans, risk assessments, incident logs, staff files, supervision records, and safeguarding documentation.
  • Observation of the home: the visitor observes the environment, interactions between staff and children, and the daily running of the home — including during both routine and unannounced visits where appropriate.
  • Conversations with children and staff: where appropriate, the visitor speaks with children and young people living in the home and with staff members to gather their perspectives on care, culture, and leadership.
  • Feedback to the manager: before leaving, the visitor provides initial, constructive feedback to the Registered Manager — highlighting strengths, identifying concerns, and discussing any immediate actions.
  • Detailed report: within an agreed timeframe, a comprehensive Regulation 44 report is produced covering positive aspects, concerns, safeguarding, outcomes for young people, leadership and management, and equality and diversity.
  • Submission to Ofsted: the report is submitted to Ofsted in line with the Children's Homes Regulations 2015, and a copy is shared with the Responsible Individual and Registered Manager.
